| The age of electronic surveillance quickly altered the facility needs of Connecticut's Departments of Public Safety and Transportation. Suitable quarters became essential for the proper management of the high paced interstate highway system between the town of Branford and the New York state line. I-95 from New Haven to New York is one of the most heavily trafficked highways in the country. | ||
| As Construction Administrator of this project, Giordano was hired by the State of Connecticut as the interlocutor between the user agencies and the development team. The project was accomplished using the design/build turnkey delivery system. As such, it was Giordano's role to assure that: | ||

• The architect's design interpreted all the requirements for the prescribed | |
| users' program. | ||
| • All code issues with the design were adhered to. | ||
|
|
• All latent and systemic issues with the conversion of one existing building | |
| were responded to. | ||
| • Change orders stayed within the budget allocation for the State Bond | ||
| Commission on the project. | ||
| • Building systems were properly commissioned and end users were | ||
| appropriately trained in their operation and maintenance. | ||
