| While this is an older project, it is one worthy of inclusion in this present array of projects because of its nature. In the early seventies the New Haven Housing Authority was seeing a developer that had both an understanding of what constitutes a successful public housing project and the courage to venture into uncharted waters. | ||
| The Department of Housing and Urban Development (HUD) had devised a new methodology for the deliver of public housing. It was named the "Turnkey" method of development. Through it, the developer would take on the full responsibility of land acquisition, design, financing and construction of this 116 unit elderly housing complex. Recognizing the extensive experience of the Giordano Construction Company in its creation of many of the public housing projects in New Haven, The Housing Authority, in conjunction with the New Haven Redevelopment Agency, selected Giordano to help it prove the viability of this new system. | ||

Reflecting on the success of this methodology today provides ready testimony to the achievements of the Turnkey system. It allowed for the creation of many thousands of elderly and family housing units. |
